They had a song called 'Pinhead' where they sang the chant from the movie "Freaks" "Gabba - Gabba - We accept you - We accept you - One of us!" which is where that whole Gabba Gabba Hey! thing came from. So, to answer your question, no, it's not Zippy specifically, Zippy wears a clown suit. But, there does seem to be some sort of interconnection between the Ramones and being a punk and being a pinhead.
